Our History

The Western Regional Water Commission (WRWC) was created in 2007, effective April 1, 2008, by the Nevada Legislature, and by Cooperative Agreement among the WRWC member agencies. Chapter 531, Statutes of Nevada 2007, the Western Regional Water Commission Act (the Act) also created the Northern Nevada Water Planning Commission (NNWPC) and required the NNWPC to develop a comprehensive regional water management plan for the Planning Area covering municipal and industrial water supply, water quality, sanitary sewerage, sewage treatment, stormwater drainage and flood control.

The Act further required the NNWPC to develop the initial comprehensive plan on or before January 1, 2011. After adoption of the initial Regional Water Management Plan (RWMP), the Act requires the NNWPC to review the Plan at least every 5 years and to prepare proposed amendments for submittal to the WRWC or report that there are no amendments. The Plan’s purpose is to lead a cooperative approach to stewardship of the region’s water resources through developing and implementing an integrated water resources plan, building understanding and trust among stakeholders, and establishing water resources public policy.

Who We Are

Kim Rigdon

Water Resources Program Manager

Kim Rigdon was hired as the WRWC Program Manager in 2021.  Before coming to the WRWC, she implemented the State of Nevada Integrated Source Water Protection Program.  For thirteen years, Kim facilitated cooperative efforts among water planning agencies and Nevada communities to develop and implement comprehensive countywide source water protection plans, including a regional source water and watershed protection plan in the Truckee Meadows.  Prior to public service, Kim worked in private consulting where she provided technical assistance to public water systems throughout Nevada, to improve financial, managerial, and operational capacity.  Kim is an alumna of the University of Nevada, Reno where she earned a Bachelor of Science in Civil Engineering.

Birgit Widegren

Water Management Planner

With over twenty-five years’ experience in the water quality field, Birgit Widegren has been the Water Management Planner for the Western Regional Water Commission since 2022. Prior to her current position, Birgit was the Clean Water Act 319(h) Nonpoint Source Branch Supervisor at the Nevada Division of Environmental Protection. Birgit also worked at the Tahoe Regional Planning Agency as the Erosion Control Team Leader and at the USFS Lake Tahoe Basin Management Unit as the Watershed Monitoring Supervisor. Birgit has a Bachelor of Science in Natural Resource Management and Engineering from the University of Connecticut and is a State of Nevada Certified Public Manager.

Jennifer Purgitt

Senior Office Specialist

Jennifer Purgitt has been the Senior Office Specialist for the Western Regional Water Commission since 2017. Prior to coming to work for the County, Jennifer was the Nevada State Brand Recorder before becoming a Program Officer.  As a Program Officer, Jennifer helped develop and managed several programs including the Medical Marijuana Program, USDA Mediation Program and the Rangeland Resources Commission.  Jennifer holds a Bachelor of Science degree in Biology from the University of Nevada, Reno.
